The Maryland Health Care Commission's report assesses the impact of the Assignment of Benefits and Reimbursement of Nonpreferred Providers law enacted July 1, 2011. The purpose of legislation is to reduce the financial burden on patients who receive care by out-of-network providers. Data from privately insured medical claims was analyzed for the years 2010 and 2013.
