To target the high health care expenditures and utilization The Center for Improving Value in Health Care (CIVHC) reported on Colorado's healthcare services compared to four other states: Maryland, Utah, Minnesota, and Oregon. They compared the trends of outpatient, inpatient, professional and pharmacy from 2012-2015 by using the All-Payer Claims Database (APCD). They found that the driving costs comes from the utilization on inpatient, outpatient, and pharmacy. They plan to decrease the amount of cost and unnecessary services by implementing and improving primary care providers, policy makers, employers and health plans, and consumer services.
